Comment: Submitted Comments at the Digital Agency’s “12th Digital Society Initiative Conference”

On May 22, 2026, Mickey Mikitani, Representative Director of the Japan Association of New Economy (JANE), submitted the following comments at the “12th Digital Society Initiative Conference” hosted by the Digital Agency, where he serves as a council member. The conference was attended by the Minister for Digital Transformation, Mr. Hisashi Matsumoto.
 
[Summary of Comments]
The thorough promotion of AI adoption and utilization will be decisive for Japan’s future competitiveness. To this end, it is necessary to fundamentally reform the tax system, regulations, and institutional frameworks so that Japan becomes a country where people, knowledge, and capital gather from around the world. Building on this foundation, the following initiatives should be prioritized:
 
• The development and deployment of domestically produced AI leveraging global open-source models should be promoted, thereby achieving both economic security and the utilization of high-performance AI.
• In response to the rapid pace of AI model evolution, AI models adopted by the government should be regularly expanded and reviewed.
• To secure AI talent, efforts should be made on two fronts: developing domestic human resources and attracting international talent.
