The Japan Association of New Economy (JANE; headquartered in Minato-ku, Tokyo; Representative Director: Mickey Mikitani) released the “JX (Japan Transformation) Proposal 2026 — Unlocking Japan’s Future —” (hereinafter “JX Proposal”) on August 18.

On July 28th, 2026, JANE hosted “JX Live! 2026” as an event to promote Japan Transformation (JX)*, advocated by JANE. The event featured an intensive discussion on AI as its central theme, with politicians, top business executives, and other distinguished guests on unlocking Japan’s future.

Drawing on the discussions held at the event, JANE has compiled its key messages in the form of the “JX Proposal”.

【Key Points of the JX Proposal 2026】
In the midst of a global AI race where ambitions collide, Japan needs to break free from stagnation and restore its international competitiveness. Rather than following the United States and China in a competition in which they invest huge sums of capital on the same playing field, Japan must choose its own winning strategy. To this end, the following actions should be taken:

１. Combining Japan’s Strengths with New Technologies, and Targeting Global Markets from Day One
Combine AI with Japan’s unique strengths, such as robotics and distinct culture, to create products and companies that can succeed globally without clinging to the domestic market. To enable this, modernize market rules to support entrepreneurs, including allowing IPOs of high-growth, pre-profit companies and lifting restrictions on dual-class shares.

２. Education and Talent Development to Strengthen Human Intelligence and Motivation
AI is not a replacement for human beings, but a partner that expands human creativity. To avoid falling into “AI-induced shallow thinking,” Japan must shift toward education and human talent development that cultivates Natural Intelligence (NI), namely the human knowledge framework that serves as the prerequisite for effectively utilizing AI, along with a critical mindset to question AI outputs and human motivation.

３. Proactively Updating Employment and Organizational Structures to Get Ahead of Change
Anticipating AI-driven talent surpluses and shortages by industry, Japan should proactively build employment and social systems that enable smooth labor mobility. Furthermore, using AI within homogeneous organizations will only result in the mass production of conventional outputs. Therefore, Japan should advance the transition to diverse organizations in tandem with AI investment.
