Comment: Submitted Comments at the 11th Digital Society Initiative Conference, Digital Agency

On December 4, 2025, JANE Representative Director Mickey Mikitani submitted the following comments at the 11th Digital Society Initiative Conference hosted by the Digital Agency, where he serves as a council member. The conference was attended by the Minister for Digital Transformation, Mr. Hisashi Matsumoto.
【Summary of Comments】
To further invigorate Japan’s digital society and make Japan a country where people, knowledge and capital (money) gather from around the world, it is essential to fundamentally review existing regulations, systems, and tax frameworks. In doing so, the following two areas are particularly important and should be prioritized:
- Creating innovation through smartphones, the most immediate interface to digital society
- Thoroughly strengthening AI Utilization, which will define Japan’s competitiveness
1. Creating Innovation through Smartphones
Regarding the Act on Promotion of Competition for Specified Smartphone Software (Mobile Software Competition Act), its implementation should aim to resolve specific issues such as external payments and equivalent treatment of voice/messaging applications.
2. Thorough Strengthening of AI Utilization
Policies should be developed with a sense of speed, based on the premise of AI agents, and provide support toward establishing sovereign AI.
