Representative Director

1. While the government’s documents describe “wage increases as the key to the growth strategy,” we believe that structural reforms by both the public and private sectors are also essential to achieving sustainable growth, including securing the resources needed for wage increases. We recognize that this perspective is reflected in the government’s policies.

2. To advance these goals, we reiterate our long-standing proposals and strongly request that they be duly considered in the further development of the government’s growth strategy:

· Work Motivation Reform:
Implement the “Work Motivation Reform” to allow engaged workers to work without time constraints, while securing their rights, promoting autonomy and expanding choices.
· Tax Reform:
Lower corporate and other tax rates to stimulate Japan’s economy and achieve a virtuous cycle of tax and growth by increasing revenues through economic growth and reinvesting them into domestic investment.
· Local Government Reform:
Enhance local fiscal and administrative autonomy to encourage creativity and initiative and promote efficiency in local governance through thorough utilization of AI and other technologies.
· Utilization of Foreign Resources:
Alongside securing labor through reforms such as the Work Motivation Reform, establish a governmental framework to discuss comprehensive strategies for the strategic utilization of foreign resources supported by strict residency management.
· Regulatory Reform:
Implement fundamental reforms to foster next-generation growth industries and create regulations suited to the new era.

3. As a business association, JANE will continue to make policy proposals in various fields and work in cooperation with the government so that the private sector can contribute to solving social issues and to driving Japan’s economic and societal development.
