“Carbon Neutral Vision 2025” Compiled

On April 24, the Carbon Neutral Working Group of the Japan Association of New Economy compiled “Carbon Neutral Vision 2025,” a policy proposal aimed at promoting GX (Green Transformation) and achieving a virtuous economic cycle.
This proposal includes not only establishing the foundations for advancing GX and developing GX talent but also building upon the mechanisms to promote GX investment and consumption driven by private-sector creativity and ingenuity. It is structured around the following six key areas, based on input from companies engaged in practical GX initiatives.
1. Establishment of a GX Agency
Centralization of support, regulation management, dissemination of information, etc., for the smooth and robust promotion of GX
2. Institutional Improvements to the Emissions Trading Environment
Ensuring the safety and reliability of emissions trading; fundamental review of the J-Credit system
3. Promoting the Use of Supply Chain Data and Reduction Contributions
Establishing guidelines for calculating supply chain emissions; developing and disseminating guidelines for measuring reduction contributions of products and services
4. Building Mechanisms for Consumer Behavior Change
Clarifying the definition of GX products and services and establishing certification systems; considering the provision of economic incentives to consumers
5. Creating an Environment for Nurturing and Utilizing GX Talent
Expanding opportunities for GX literacy education, providing incentives for corporate talent development and matching support
6. Establishing Systems and Environments to Promote Next-Generation Vehicles (EVs)
Promoting a phased shift to EVs and domestic reuse/recycling, developing charging infrastructure, raising awareness about EVs’ value as storage batteries
This proposal also includes case studies from member companies engaged in advanced GX business initiatives, underscoring the necessity for practical, actionable policies.
We have already submitted this proposal to relevant ministries and agencies. To ensure climate change measures become a growth strategy rather than a constraint on economic growth, we will continue policy dialogues with various stakeholders to advance the implementation of this proposal and support the transformation of Japanese industry and society.
